The committee recommended that the Senate pass it. On January 20, 1994 the Senate voted to pass it on a voice vote. It crossed to the House on February 3, 1994 and was referred to the House Public Works committee. The committee held a public hearing on March 9, 1994. The majority of the committee recommended that the House pass it unanimously, 15–0, and the report was placed on the consent calendar. On March 31, 1994 the House voted to pass it.
