The Story
It was introduced on January 5, 1994 and referred to the Senate Judiciary committee. The Senate withdrew that referral and sent the bill to the Banks committee instead. The committee held a public hearing on February 2, 1994. The committee recommended that the Senate pass it with changes. On March 10, 1994 the Senate voted to pass it with changes on a voice vote. It crossed to the House on March 17, 1994 and was referred to the House Commerce, Small Business and Consumer Affairs committee. The committee held a public hearing on March 30, 1994. The committee held a work session on April 13, 1994. The majority recommended that the House pass it with changes, and the minority recommended that the House pass it with changes, by a vote of 12–3. On April 19, 1994 the House adopted “Special Order to 04/21/1994” on a voice vote. On April 21, 1994 the House voted to pass it with changes on a voice vote. On April 26, 1994 the Senate voted to agree to the other chamber's changes on a voice vote. The bill was enrolled on May 10, 1994 — the final check of the text before it goes to the governor. The governor signed it on May 23, 1994, making it Chapter 163 of the session laws. It took effect on July 22, 1994.
