The Story
It was introduced on January 5, 1994 and referred to the Senate Education committee. The committee held a public hearing on January 11, 1994. The committee recommended that the Senate pass it. On February 3, 1994 the Senate voted to pass it on a division vote, then referred it on to the Senate Fin committee. The committee recommended that the Senate pass it with changes. On March 22, 1994 the Senate voted to pass it with changes on a voice vote. It crossed to the House and was referred to the House Appropriations committee. The House withdrew that referral and sent the bill to the Education committee instead. The committee held public hearings on April 5, 1994 and April 7, 1994. The majority of the committee recommended that the House study it after the session ends unanimously, 11–0, and the report was placed on the consent calendar. On April 14, 1994 the House voted to study it after the session ends. The committee held work sessions on July 27, 1994, August 3, 1994, August 9, 1994, August 17, 1994 and September 28, 1994. The committee met in executive session on October 19, 1994 to vote on its recommendation. The committee reported back on its interim study of the bill: “Recommended for Future Legislation”, by a vote of 15 to 0.
