The Story

It was introduced on January 7, 1993 and referred to the House Public Works committee. The committee held a public hearing on February 9, 1993. The majority of the committee recommended that the House send it back to committee by a vote of 16–1. On March 3, 1993 the House adopted “Special Order to 03/04/1993”. On March 4, 1993 the bill was referred to the Public Works committee. The committee held a public hearing on September 29, 1993. The committee met in executive session on October 21, 1993 to vote on its recommendation. The majority of the committee recommended that the House pass it with changes unanimously, 18–0. On January 11, 1994 the House voted to pass it with changes on a voice vote. It crossed to the Senate on February 10, 1994 and was referred to the Senate Transportation committee. The committee held a public hearing on March 9, 1994. The committee recommended that the Senate pass it. On March 24, 1994 the Senate voted to pass it with changes on a voice vote. On March 31, 1994 the House voted to reject the other chamber's changes on a voice vote. On May 11, 1994 the Senate adopted “Accede to Request for Committee of Conference” on a voice vote. A committee of conference met on May 17, 1994 to try to settle the differences between the two chambers' versions of the bill. On May 24, 1994 the Senate adopted “Conference Committee Report” on a voice vote. On May 26, 1994 the House adopted “Conference Committee Report” on a voice vote. The bill was enrolled on May 26, 1994 — the final check of the text before it goes to the governor. The governor signed it on June 8, 1994, making it Chapter 311 of the session laws. It took effect on August 7, 1994.
