The committee held a public hearing on April 1, 1993. The committee recommended that the Senate send it back to committee. On May 19, 1993 the bill was referred to the Executive Departments and Administration committee. The committee held work sessions on October 6, 1993, October 20, 1993 and November 3, 1993. The committee recommended that the Senate pass it with changes. On February 3, 1994 the Senate voted to pass it with changes on a voice vote.
