It was introduced on January 6, 1993 and referred to the House Legislative Administration committee. The committee held a public hearing on February 3, 1993. The majority of the committee recommended that the House kill it unanimously, 14–0, and the report was placed on the consent calendar. The bill was taken off the consent calendar on March 3, 1993. On March 3, 1993 the House adopted “Special Order to 03/04/1993”. On March 4, 1993 the bill was referred to the Municipal and County Government committee. The committee held a work session on September 16, 1993. The majority of the committee recommended that the House pass it with changes by a vote of 13–3, and the report was placed on the consent calendar. On January 5, 1994 the House voted to pass it with changes. It crossed to the Senate on February 10, 1994 and was referred to the Senate Executive Departments and Administration committee. The committee held a public hearing on March 24, 1994. The committee recommended that the Senate pass it. On April 14, 1994 the Senate voted to pass it on a voice vote.
