The Story
It was introduced on January 6, 1993 and referred to the House Resources, Recreation and Development committee. The House withdrew that referral and sent the bill to the Environment and Agriculture committee instead. The committee held public hearings on February 11, 1993 and March 3, 1993. The majority of the committee recommended that the House send it back to committee unanimously, 18–0. On March 17, 1993 the bill was referred to the Environment and Agriculture committee. The committee held work sessions on June 29, 1993, September 7, 1993 and September 21, 1993. The committee held a public hearing on September 30, 1993. The committee held a work session on October 21, 1993. The majority of the committee recommended that the House pass it with changes by a vote of 15–1. On January 5, 1994 the House voted to pass it with changes on a voice vote. It crossed to the Senate on February 10, 1994 and was referred to the Senate Environment committee. The committee held a public hearing on March 24, 1994. The committee recommended that the Senate pass it with changes. On May 10, 1994 the Senate voted to pass it with changes on a voice vote. On May 17, 1994 the House voted to agree to the other chamber's changes on a voice vote. The bill was enrolled on May 26, 1994 — the final check of the text before it goes to the governor. The governor signed it on June 6, 1994, making it Chapter 303 of the session laws. It took effect on June 6, 1994.
