The Story

It was introduced on January 5, 1994 and referred to the House Public Works committee. The committee held a public hearing on January 25, 1994. The majority of the committee recommended that the House pass it with changes unanimously, 18–0. On February 16, 1994 the House adopted “Suspend Rules for report”, on a motion by Rep. A Torr & Trombly. On February 16, 1994 the House voted to pass it with changes on a voice vote, then referred it on to the House Appropriations committee. The committee held a public hearing on March 1, 1994. The majority of the committee recommended that the House pass it by a vote of 16–4. On March 15, 1994 the House voted to pass it on a voice vote. It crossed to the Senate on March 24, 1994 and was referred to the Senate Capital Budget committee. The committee held a public hearing on April 12, 1994. The committee recommended that the Senate pass it. On April 14, 1994 the Senate voted to lay it on the table on a voice vote. On May 11, 1994 the Senate voted to pass it on a voice vote. The bill was enrolled on May 17, 1994 — the final check of the text before it goes to the governor. The governor signed it on May 27, 1994, making it Chapter 230 of the session laws. It took effect on July 1, 1994.
