The Story
It was introduced on January 5, 1994 and referred to the House Executive Departments and Administration committee. The committee held a public hearing on February 1, 1994. The majority of the committee recommended that the House study it after the session ends by a vote of 12–1. On February 16, 1994 the House adopted “Special Order to 02/17/1994” on a voice vote. On February 17, 1994 the House voted to pass it with changes on a voice vote, then referred it on to the House Appropriations committee. The committee held a public hearing on March 1, 1994. The majority of the committee recommended that the House pass it unanimously, 20–0. On March 10, 1994 the House voted to pass it on a voice vote. It crossed to the Senate on March 22, 1994 and was referred to the Senate Insurance committee. The committee held a public hearing on March 31, 1994. The committee recommended that the Senate pass it. On April 14, 1994 the Senate voted to pass it on a voice vote. The bill was enrolled on May 3, 1994 — the final check of the text before it goes to the governor. The governor signed it on May 11, 1994, making it Chapter 119 of the session laws. It took effect on July 1, 1994.
