The Story

It was introduced on January 5, 1994 and referred to the House Constitutional and Statutory Revision committee. The committee held a public hearing on January 11, 1994. The majority recommended that the House pass it with changes, and the minority recommended that the House kill it, by a vote of 12–1. On January 27, 1994 the House voted to pass it with changes on a voice vote. It crossed to the Senate on February 10, 1994 and was referred to the Senate Public Affairs committee. The committee held a public hearing on March 2, 1994. The committee recommended that the Senate pass it with changes. On March 24, 1994 the Senate voted to lay it on the table on a roll call 12–11. On April 14, 1994 the Senate voted to pass it with changes on a voice vote. On April 19, 1994 the House voted to agree to the other chamber's changes on a voice vote. The bill was enrolled on May 10, 1994 — the final check of the text before it goes to the governor. The governor signed it on May 23, 1994, making it Chapter 154 of the session laws. It took effect on May 23, 1994.
