On March 15, 1994 the House voted to pass it with changes. It crossed to the Senate on March 24, 1994 and was referred to the Senate Public Affairs committee. The committee held a public hearing on April 20, 1994. The committee recommended that the Senate pass it with changes. On May 3, 1994 the Senate voted to pass it with changes on a voice vote.
