The Story
It was introduced on January 5, 1994 and referred to the House Public Works committee. The House withdrew that referral and sent the bill to the Science, Technology and Energy committee instead. The committee held a public hearing on January 25, 1994. The committee held a work session on February 2, 1994. The majority of the committee recommended that the House pass it with changes unanimously, 9–0, and the report was placed on the consent calendar. The committee held work sessions on February 16, 1994 and March 1, 1994. On March 10, 1994 the House voted to pass it with changes. It crossed to the Senate on March 22, 1994 and was referred to the Senate Executive Departments and Administration committee. The committee held a public hearing on April 5, 1994. The committee recommended that the Senate kill it. On May 3, 1994 the Senate voted to kill it on a voice vote.
