On March 15, 1994 the House voted to pass it. It crossed to the Senate on March 24, 1994 and was referred to the Senate Economic Development committee. The committee held a public hearing on April 5, 1994. The committee recommended that the Senate pass it with changes. On May 3, 1994 the Senate voted to pass it with changes on a voice vote. On May 3, 1994 the Senate adopted “Suspend Rules for 3rd reading”, on a motion by Sen. Delahunty. On May 11, 1994 the House voted to agree to the other chamber's changes on a voice vote.
