The committee held work sessions on February 1, 1994, February 10, 1994, March 1, 1994 and March 9, 1994. The majority of the committee recommended that the House pass it with changes unanimously, 19–0, and the report was placed on the consent calendar. The committee held a public hearing on April 28, 1994. The committee recommended that the Senate pass it with changes. On May 3, 1994 the Senate voted to pass it with changes on a voice vote. On May 3, 1994 the Senate adopted “Suspend Rules for 3rd reading”, on a motion by Sen. Delahunty. On May 11, 1994 the House voted to reject the other chamber's changes on a voice vote. On May 12, 1994 the Senate adopted “Accede to Request for Committee of Conference” on a voice vote. A committee of conference met on May 18, 1994 to try to settle the differences between the two chambers' versions of the bill. The bill was enrolled on May 26, 1994 — the final check of the text before it goes to the governor. The governor signed it on June 8, 1994, making it Chapter 322 of the session laws. It took effect on June 8, 1994.
