- House committee: Health, Human Services and Elderly Affairs

The Story
It was introduced on January 5, 1994 and referred to the House Health, Human Services and Elderly Affairs committee. The committee held a public hearing on January 12, 1994. The committee held a work session on January 26, 1994. The majority of the committee recommended that the House pass it with changes unanimously, 17–0. On February 8, 1994 the House voted to pass it with changes on a voice vote, then referred it on to the House Appropriations committee. The committee held a public hearing on February 18, 1994. The majority of the committee recommended that the House pass it by a vote of 16–1, and the report was placed on the consent calendar. On March 15, 1994 the House voted to pass it. It crossed to the Senate on March 24, 1994 and was referred to the Senate Public Institutions, Health and Human Services committee. The committee held a public hearing on April 13, 1994. The committee recommended that the Senate pass it. On May 3, 1994 the Senate voted to pass it on a roll call 12–11. On May 3, 1994 the Senate adopted “Suspend Rules for 3rd reading”, on a motion by Sen. Delahunty. The bill was enrolled on May 11, 1994 — the final check of the text before it goes to the governor. The governor vetoed it on May 23, 1994. The legislature can override a veto with a two-thirds vote in both chambers. On June 22, 1994 the House voted 131–181 on overriding the governor's veto on a roll call, and the veto was sustained, failing to meet the two thirds threshold.
