HB 1319-FN-A-LOCAL (1994)

requiring the state to fully fund the Augenblick formula by FY 1996.

  • Status: Vetoed, override failed
  • Term: 1993-1994
  • House committee: Appropriations
  • Senate committee: Fin Div
  • Subject: Miscellaneous

The Story

It was introduced on January 5, 1994 and referred to the House Appropriations committee. The committee held a public hearing on January 11, 1994. The majority of the committee recommended that the House kill it by a vote of 11–9. On March 16, 1994 the House voted to pass it on a voice vote. On March 16, 1994 the House failed “Reconsider” on a voice vote, on a motion by Rep. Teague, D Hall & Larson. It crossed to the Senate on April 14, 1994 and was referred to the Senate Fin Div committee. The committee held a public hearing on April 25, 1994. The committee recommended that the Senate pass it. On April 26, 1994 the Senate voted to pass it on a roll call 14–10. On April 26, 1994 the Senate failed “Reconsider” on a voice vote, on a motion by Sen. Blaisdell. The bill was enrolled on May 10, 1994 — the final check of the text before it goes to the governor. The governor vetoed it on May 23, 1994. The legislature can override a veto with a two-thirds vote in both chambers. On June 22, 1994 the House voted 163–192 on overriding the governor's veto on a roll call, and the veto was sustained, failing to meet the two thirds threshold.
