The Story

It was introduced on January 6, 1993 and referred to the House Transportation committee. The House withdrew that referral and sent the bill to the Science, Technology and Energy committee instead. The committee held a public hearing on January 28, 1993. The majority of the committee recommended that the House send it back to committee unanimously, 13–0, and the report was placed on the consent calendar. On February 18, 1993 the bill was referred to the Science, Technology and Energy committee. The committee held work sessions on October 6, 1993 and November 2, 1993. The majority of the committee recommended that the House pass it with changes unanimously, 8–0, and the report was placed on the consent calendar. On January 5, 1994 the House voted to pass it with changes. It crossed to the Senate on February 10, 1994 and was referred to the Senate Transportation committee. The committee held a public hearing on March 9, 1994. The committee recommended that the Senate pass it. On March 24, 1994 the Senate voted to pass it on a voice vote. The bill was enrolled on March 31, 1994 — the final check of the text before it goes to the governor. It became law without the governor's signature on April 26, 1994, as Chapter 35. The governor neither signed it nor returned it, and the docket records it as enacted under Part II, Article 44 of the state constitution.
