The Story
It was introduced on January 5, 1994 and referred to the House Commerce, Small Business and Consumer Affairs committee. The House withdrew that referral and sent the bill to the Executive Departments and Administration committee instead. The committee held a public hearing on January 20, 1994. The committee held a work session on February 7, 1994. The majority of the committee recommended that the House pass it with changes by a vote of 13–1. On February 15, 1994 the House voted to pass it with changes on a voice vote. It crossed to the Senate on March 10, 1994 and was referred to the Senate Executive Departments and Administration committee. The committee held a public hearing on April 12, 1994. The committee recommended that the Senate pass it with changes. On May 3, 1994 the Senate voted to pass it with changes on a division vote, then referred it on to the Senate Fin committee. The committee recommended that the Senate pass it. On May 12, 1994 the Senate voted to pass it on a voice vote. On May 17, 1994 the House voted to reject the other chamber's changes on a voice vote. On May 17, 1994 the Senate adopted “Accede to Request for Committee of Conference” on a voice vote. A committee of conference met on May 19, 1994 to try to settle the differences between the two chambers' versions of the bill. On May 24, 1994 the Senate adopted “Conference Committee Report” on a voice vote. On May 26, 1994 the House adopted “Conference Committee Report” on a voice vote. The bill was enrolled on May 26, 1994 — the final check of the text before it goes to the governor. The governor signed it on June 8, 1994, making it Chapter 316 of the session laws. It took effect on July 1, 1994.
