The Story
It was introduced on January 5, 1994 and referred to the House Commerce, Small Business and Consumer Affairs committee. The committee held a public hearing on January 13, 1994. The majority of the committee recommended that the House pass it unanimously, 12–0, and the report was placed on the consent calendar. On February 3, 1994 the House voted to pass it. It crossed to the Senate on February 10, 1994 and was referred to the Senate Banks committee. The committee held a public hearing on April 27, 1994. The committee recommended that the Senate pass it with changes. On May 3, 1994 the Senate voted to pass it with changes on a voice vote. On May 3, 1994 the Senate adopted “Suspend Rules for 3rd reading”, on a motion by Sen. Delahunty. On May 11, 1994 the House voted to reject the other chamber's changes on a voice vote. On May 11, 1994 the Senate adopted “Accede to Request for Committee of Conference” on a voice vote. A committee of conference met on May 18, 1994 to try to settle the differences between the two chambers' versions of the bill. On May 24, 1994 the Senate adopted “Conference Committee Report” on a voice vote. On May 26, 1994 the House adopted “Conference Committee Report” on a voice vote. The bill was enrolled on May 26, 1994 — the final check of the text before it goes to the governor. The governor signed it on June 8, 1994, making it Chapter 315 of the session laws. It took effect on August 7, 1994.
