The Story

It was introduced on January 5, 1994 and referred to the House Environment and Agriculture committee. The committee held public hearings on January 25, 1994, February 15, 1994 and March 1, 1994. The majority of the committee recommended that the House pass it with changes by a vote of 13–2. On March 17, 1994 the House voted to pass it with changes on a voice vote. It crossed to the Senate on March 24, 1994 and was referred to the Senate Environment committee. The committee held a public hearing on April 7, 1994. The committee recommended that the Senate pass it. On April 14, 1994 the Senate voted to pass it on a voice vote. The bill was enrolled on April 28, 1994 — the final check of the text before it goes to the governor. It became law without the governor's signature on May 10, 1994, as Chapter 98. The governor neither signed it nor returned it, and the docket records it as enacted under Part II, Article 44 of the state constitution.
