It crossed to the House on March 10, 1993 and was referred to the House Commerce, Small Business and Consumer Affairs committee. The committee held a public hearing on March 31, 1993. The majority of the committee recommended that the House pass it with changes unanimously, 13–0, and the report was placed on the consent calendar.
