It was introduced on January 7, 1993 and referred to the Senate Insurance committee. The committee held a public hearing on February 11, 1993. The committee recommended that the Senate pass it with changes. On March 4, 1993 the Senate voted to pass it with changes on a voice vote. It crossed to the House on March 17, 1993 and was referred to the House Commerce, Small Business and Consumer Affairs committee. The committee held a public hearing on April 1, 1993. The majority of the committee recommended that the House pass it with changes unanimously, 12–0, and the report was placed on the consent calendar.
