The Story
It was introduced on January 7, 1993 and referred to the Senate Executive Departments and Administration committee. The committee held a public hearing on February 4, 1993. The committee recommended that the Senate pass it with changes. On February 17, 1993 the Senate voted to pass it with changes on a voice vote. It crossed to the House on March 10, 1993 and was referred to the House Executive Departments and Administration committee. The committee held a public hearing on April 6, 1993. The majority of the committee recommended that the House pass it with changes by a vote of 12–1. On May 11, 1993 the House voted to pass it with changes on a voice vote. On May 18, 1993 the Senate voted to agree to the other chamber's changes on a voice vote. The bill was enrolled on June 1, 1993 — the final check of the text before it goes to the governor. It became law without the governor's signature on June 10, 1993, as Chapter 231. The governor neither signed it nor returned it, and the docket records it as enacted under Part II, Article 44 of the state constitution.
