It was introduced on January 7, 1993 and referred to the Senate Education committee. The committee held a public hearing on February 9, 1993. The committee recommended that the Senate pass it with changes. On February 17, 1993 the Senate voted to pass it with changes on a voice vote. It crossed to the House on March 10, 1993 and was referred to the House Judiciary committee. The committee held a public hearing on March 23, 1993. The majority of the committee recommended that the House pass it by a vote of 11–1, and the report was placed on the consent calendar. On April 8, 1993 the House voted to pass it.
