It crossed to the House on March 10, 1993 and was referred to the House Science, Technology and Energy committee. The committee held public hearings on March 24, 1993 and March 30, 1993. On May 11, 1993 the Senate voted to reject the other chamber's changes on a voice vote. On May 25, 1993 the House adopted “Accede to Request for Committee of Conference” on a voice vote.
