It crossed to the House on March 17, 1993 and was referred to the House Judiciary committee. The committee held public hearings on March 25, 1993 and April 1, 1993. The majority of the committee recommended that the House pass it with changes by a vote of 15–1, and the report was placed on the consent calendar. On April 13, 1993 the House voted to pass it with changes. On April 15, 1993 the Senate voted to agree to the other chamber's changes on a voice vote.
