The Story

It was introduced on January 7, 1993 and referred to the Senate Public Institutions, Health and Human Services committee. The committee held a public hearing on February 8, 1993. The committee recommended that the Senate pass it with changes. On March 4, 1993 the Senate voted to pass it with changes on a roll call 13–8. It crossed to the House on March 17, 1993 and was referred to the House Children, Youth and Juvenile Justice committee. The committee held a public hearing on March 30, 1993. The majority recommended that the House pass it with changes, and the minority recommended that the House send it back to committee, by a vote of 11–9. On May 18, 1993 the House rejected a motion to send it back to committee on a roll call 173–191, on a motion by Rep. Mcnamara. On May 18, 1993 the House voted to pass it with changes on a voice vote. On May 25, 1993 the Senate voted to agree to the other chamber's changes on a voice vote. The bill was enrolled on June 9, 1993 — the final check of the text before it goes to the governor — and an enrolled bill amendment (3148) was adopted to correct technical errors found after passage. An enrolled bill amendment () was adopted on a voice vote on June 17, 1993. These correct technical errors found after passage. The bill was enrolled on June 17, 1993 — the final check of the text before it goes to the governor. It became law without the governor's signature on July 3, 1993, as Chapter 355. The governor neither signed it nor returned it, and the docket records it as enacted under Part II, Article 44 of the state constitution.
