The Story
It was introduced on January 7, 1993 and referred to the Senate Executive Departments and Administration committee. The committee held a public hearing on January 28, 1993. The committee recommended that the Senate pass it. On February 4, 1993 the Senate voted to pass it on a voice vote. It crossed to the House on March 10, 1993 and was referred to the House Appropriations committee. The committee held a public hearing on April 22, 1993. On May 11, 1993 the House adopted “Suspend Rules on deadline”, on a motion by Rep. M Hill & Trombly. The majority of the committee recommended that the House pass it with changes by a vote of 20–1, and the report was placed on the consent calendar. On May 20, 1993 the House voted to pass it with changes. On May 25, 1993 the Senate voted to reject the other chamber's changes on a voice vote. On May 25, 1993 the House adopted “Accede to Request for Committee of Conference” on a voice vote. A committee of conference met on June 1, 1993 to try to settle the differences between the two chambers' versions of the bill. On June 9, 1993 the House adopted “Conference Committee Report” on a voice vote. On June 9, 1993 the Senate adopted “Conference Committee Report” on a voice vote. The bill was enrolled on June 17, 1993 — the final check of the text before it goes to the governor. The governor signed it on June 23, 1993, making it Chapter 319 of the session laws. It took effect on June 23, 1993.
