The Story
It was introduced on January 7, 1993 and referred to the Senate Ways and Means committee. The committee held a public hearing on February 16, 1993. The committee recommended that the Senate pass it. On April 15, 1993 the Senate voted to pass it with changes on a voice vote. It crossed to the House on April 15, 1993 and was referred to the House Regulated Revenues committee. The committee held a public hearing on April 27, 1993. The majority of the committee recommended that the House pass it with changes unanimously, 11–0, and the report was placed on the consent calendar. The bill was taken off the consent calendar on May 4, 1993. On May 4, 1993 the House voted to pass it with changes on a voice vote. On May 25, 1993 the Senate voted to agree to the other chamber's changes on a voice vote. The bill was enrolled on June 9, 1993 — the final check of the text before it goes to the governor. It became law without the governor's signature on June 16, 1993, as Chapter 278. The governor neither signed it nor returned it, and the docket records it as enacted under Part II, Article 44 of the state constitution.
