The Story
It was introduced on January 7, 1993 and referred to the Senate Executive Departments and Administration committee. The committee held a public hearing on January 28, 1993. The committee recommended that the Senate pass it with changes. On February 17, 1993 the Senate voted to pass it with changes on a voice vote. It crossed to the House on March 10, 1993 and was referred to the House Executive Departments and Administration committee. The committee held a public hearing on April 8, 1993. The majority of the committee recommended that the House pass it by a vote of 15–1. On April 29, 1993 the House voted to pass it on a voice vote. The bill was enrolled on May 11, 1993 — the final check of the text before it goes to the governor. It became law without the governor's signature on May 18, 1993, as Chapter 153. The governor neither signed it nor returned it, and the docket records it as enacted under Part II, Article 44 of the state constitution.
