SB 105 (1993)

relative to the rulemaking authority of commissioners of state departments.

  • Status: Vetoed, override failed
  • Term: 1993-1994
  • House committee: Executive Departments and Administration
  • Senate committee: Executive Departments and Administration
  • Subject: Miscellaneous

The Story

It was introduced on January 7, 1993 and referred to the Senate Executive Departments and Administration committee. The committee held a public hearing on January 28, 1993. The committee recommended that the Senate pass it with changes. On February 18, 1993 the Senate voted to pass it with changes on a voice vote. It crossed to the House on March 10, 1993 and was referred to the House Executive Departments and Administration committee. The committee held a public hearing on April 8, 1993. The majority of the committee recommended that the House pass it unanimously, 16–0, and the report was placed on the consent calendar. On April 29, 1993 the House voted to pass it. The bill was enrolled on May 13, 1993 — the final check of the text before it goes to the governor. The governor vetoed it on May 24, 1993. The legislature can override a veto with a two-thirds vote in both chambers. On July 1, 1993 the Senate voted 11–11 on overriding the governor's veto on a roll call, and the veto was sustained, failing to meet the two thirds threshold.
