The Story

It was introduced on January 7, 1993 and referred to the House Judiciary committee. The House withdrew that referral and sent the bill to the Corrections and Criminal Justice committee instead. The committee held a public hearing on February 16, 1993. The majority of the committee recommended that the House pass it with changes unanimously, 14–0, and the report was placed on the consent calendar. The bill was taken off the consent calendar on March 10, 1993. On March 10, 1993 the House adopted “Special Order to 03/11/1993”. On March 11, 1993 the House adopted “Special Order to 03/16/1993”. On March 16, 1993 the House voted to pass it with changes. It crossed to the Senate on March 24, 1993 and was referred to the Senate Judiciary committee. The committee held a public hearing on April 14, 1993. The committee recommended that the Senate pass it. On April 27, 1993 the Senate voted to pass it on a voice vote. The bill was enrolled on May 11, 1993 — the final check of the text before it goes to the governor. The governor signed it on May 17, 1993, making it Chapter 143 of the session laws. It took effect on January 1, 1994.
