The Story
It was introduced on January 7, 1993 and referred to the House Environment and Agriculture committee. The House withdrew that referral and sent the bill to the Science, Technology and Energy committee instead. The committee held a public hearing on February 4, 1993. The committee held work sessions on February 10, 1993, February 16, 1993 and March 2, 1993. The majority of the committee recommended that the House pass it with changes unanimously, 14–0, and the report was placed on the consent calendar. The bill was taken off the consent calendar on March 10, 1993. On March 10, 1993 the House adopted “Special Order to 03/11/1993”. On March 11, 1993 the House adopted “Special Order to 03/16/1993”. On March 16, 1993 the House voted to pass it with changes. It crossed to the Senate on March 24, 1993 and was referred to the Senate Environment committee. The committee held a public hearing on April 15, 1993. The committee recommended that the Senate pass it. On April 27, 1993 the Senate voted to lay it on the table on a voice vote. On April 27, 1993 the Senate voted to pass it with changes on a voice vote. On May 18, 1993 the House voted to agree to the other chamber's changes on a voice vote. The bill was enrolled on June 3, 1993 — the final check of the text before it goes to the governor. The governor signed it on June 9, 1993, making it Chapter 199 of the session laws. It took effect on June 9, 1993.
