The Story
It was introduced on January 6, 1993 and referred to the House Municipal and County Government committee. The committee held a public hearing on February 3, 1993. The majority of the committee recommended that the House pass it unanimously, 17–0, and the report was placed on the consent calendar. On February 18, 1993 the House voted to pass it. It crossed to the Senate on March 4, 1993 and was referred to the Senate Executive Departments and Administration committee. The committee held a public hearing on March 18, 1993. The committee recommended that the Senate pass it. On May 11, 1993 the Senate voted to lay it on the table on a voice vote. On May 19, 1993 the Senate adopted “Take from Table” on a voice vote. On May 19, 1993 the Senate voted to pass it with changes on a voice vote. On May 25, 1993 the House voted to reject the other chamber's changes on a voice vote. On May 25, 1993 the Senate adopted “Accede to Request for Committee of Conference” on a voice vote. A committee of conference met on June 2, 1993 to try to settle the differences between the two chambers' versions of the bill. On June 8, 1993 the Senate adopted “Conference Committee Report” on a voice vote. On June 9, 1993 the House adopted “Conference Committee Report” on a voice vote. The bill was enrolled on June 17, 1993 — the final check of the text before it goes to the governor. The governor signed it on June 23, 1993, making it Chapter 308 of the session laws. It took effect on August 22, 1993.
