On March 3, 1993 the House adopted “Special Order to 03/04/1993”. On March 4, 1993 the House voted to pass it on a voice vote. It crossed to the Senate on March 11, 1993 and was referred to the Senate Public Affairs committee. The committee held a public hearing on March 24, 1993. The committee recommended that the Senate pass it. On April 27, 1993 the Senate voted to pass it on a voice vote.
