The Story
It was introduced on January 6, 1993 and referred to the House Corrections and Criminal Justice committee. The committee held a public hearing on January 26, 1993. The committee held a work session on February 3, 1993. The majority of the committee recommended that the House pass it with changes unanimously, 19–0. On March 3, 1993 the House voted to pass it with changes on a voice vote. It crossed to the Senate on March 11, 1993 and was referred to the Senate Transportation committee. The committee held a public hearing on March 17, 1993. The committee recommended that the Senate pass it with changes. On May 19, 1993 the Senate voted to pass it with changes on a voice vote. On May 25, 1993 the House voted to reject the other chamber's changes on a voice vote. On May 25, 1993 the Senate adopted “Accede to Request for Committee of Conference” on a voice vote. A committee of conference met on June 1, 1993 to try to settle the differences between the two chambers' versions of the bill. On June 8, 1993 the Senate adopted “Conference Committee Report” on a voice vote. On June 9, 1993 the House adopted “Conference Committee Report” on a voice vote. An enrolled bill amendment () was adopted on June 9, 1993. These correct technical errors found after passage. The bill was enrolled on June 9, 1993 — the final check of the text before it goes to the governor — and an enrolled bill amendment (3136) was adopted on a voice vote to correct technical errors found after passage. The bill was enrolled on June 17, 1993 — the final check of the text before it goes to the governor. The governor signed it on July 1, 1993, making it Chapter 342 of the session laws. It took effect on July 1, 1993.
