HB 493 (1993)

relative to purchasing hypodermic needles, educating persons regarding safe disposal of needles and drug rehabilitation and establishing an advisory committee.

  • Status: Vetoed, override failed
  • Term: 1993-1994
  • House committee: Health, Human Services and Elderly Affairs
  • Senate committee: Judiciary
  • Subject: Miscellaneous

The Story

It was introduced on January 6, 1993 and referred to the House Health, Human Services and Elderly Affairs committee. The committee held a public hearing on January 27, 1993. The majority of the committee recommended that the House pass it unanimously, 18–0. On February 18, 1993 the House voted to pass it on a voice vote. It crossed to the Senate on March 4, 1993 and was referred to the Senate Judiciary committee. The committee held a public hearing on March 15, 1993. The committee recommended that the Senate pass it. On April 20, 1993 the Senate voted to lay it on the table on a voice vote. On May 19, 1993 the Senate adopted “Take from Table” on a voice vote. On May 19, 1993 the Senate voted to pass it with changes on a roll call 13–9. On May 25, 1993 the House voted to agree to the other chamber's changes on a voice vote. The bill was enrolled on June 9, 1993 — the final check of the text before it goes to the governor. The governor vetoed it on June 15, 1993. The legislature can override a veto with a two-thirds vote in both chambers. On June 29, 1993 the House voted 194–160 on overriding the governor's veto on a roll call, and the veto was sustained, failing to meet the two thirds threshold.
