It was introduced on January 6, 1993 and referred to the House Corrections and Criminal Justice committee. The committee held a public hearing on January 28, 1993. The committee held a work session on February 16, 1993. The majority of the committee recommended that the House pass it with changes unanimously, 17–0, and the report was placed on the consent calendar. The bill was taken off the consent calendar on March 3, 1993. On March 3, 1993 the House adopted “Special Order to 03/04/1993”. On March 4, 1993 the House voted to pass it with changes on a voice vote. It crossed to the Senate on March 11, 1993 and was referred to the Senate Judiciary committee. On April 29, 1993 the House voted to reject the other chamber's changes on a voice vote. On May 11, 1993 the Senate adopted “Accede to Request for Committee of Conference” on a voice vote. A committee of conference met on June 1, 1993 to try to settle the differences between the two chambers' versions of the bill. On June 8, 1993 the Senate adopted “Conference Committee Report” on a voice vote. On June 9, 1993 the House adopted “Conference Committee Report” on a voice vote. It took effect on January 1, 1994.
