On February 18, 1993 the House voted to pass it with changes. It crossed to the Senate on March 4, 1993 and was referred to the Senate Public Affairs committee. The committee held public hearings on March 17, 1993 and March 31, 1993. The committee recommended that the Senate pass it. On April 8, 1993 the Senate voted to pass it on a voice vote.
