It was introduced on January 6, 1993 and referred to the House Environment and Agriculture committee. The committee held a public hearing on January 28, 1993. On March 17, 1993 the House voted to pass it with changes on a voice vote. It crossed to the Senate on March 24, 1993 and was referred to the Senate Environment committee. The committee held a public hearing on April 8, 1993. The committee recommended that the Senate pass it. On April 20, 1993 the Senate voted to pass it on a voice vote. An enrolled bill amendment () was adopted on a voice vote on May 11, 1993. These correct technical errors found after passage.
