The Story
It was introduced on January 6, 1993 and referred to the House Corrections and Criminal Justice committee. The committee held a public hearing on January 28, 1993. The committee held a work session on February 9, 1993. The majority of the committee recommended that the House pass it with changes unanimously, 17–0, and the report was placed on the consent calendar. On March 3, 1993 the House voted to pass it with changes. It crossed to the Senate on March 11, 1993 and was referred to the Senate Judiciary committee. The committee held a public hearing on April 7, 1993. The committee recommended that the Senate pass it with changes. On April 27, 1993 the Senate voted to pass it with changes on a voice vote. On May 4, 1993 the House voted to reject the other chamber's changes on a voice vote. On May 11, 1993 the Senate adopted “Accede to Request for Committee of Conference” on a voice vote. A committee of conference met on June 1, 1993 to try to settle the differences between the two chambers' versions of the bill. On June 8, 1993 the Senate adopted “Conference Committee Report” on a voice vote. On June 9, 1993 the House adopted “Conference Committee Report” on a voice vote. The bill was enrolled on June 17, 1993 — the final check of the text before it goes to the governor. The governor signed it on June 23, 1993, making it Chapter 297 of the session laws. It took effect on January 1, 1994.
