The Story

It was introduced on February 18, 1993 and referred to the House Public Works committee. The committee held public hearings on March 1, 1993, March 2, 1993, March 3, 1993, March 4, 1993 and March 8, 1993. The majority of the committee recommended that the House pass it with changes unanimously, 17–0. On March 17, 1993 the House voted to pass it with changes on a voice vote, then referred it on to the House Appropriations committee. The committee held a public hearing on March 23, 1993. On April 8, 1993 the House adopted “Suspend Rules for report”, on a motion by Rep. C Brown. The majority of the committee recommended that the House pass it with changes by a vote of 19–1. A floor amendment (2339), offered by REP BUCKLEY, was adopted on a voice vote on April 15, 1993, changing the text of the bill. On April 15, 1993 the House voted to pass it with changes on a voice vote. It crossed to the Senate on April 20, 1993 and was referred to the Senate Capital Budget committee. The committee held public hearings on May 11, 1993, May 12, 1993 and May 13, 1993. The committee recommended that the Senate pass it with changes. On May 25, 1993 the Senate voted to pass it with changes on a voice vote. On May 25, 1993 the House voted to reject the other chamber's changes on a voice vote. On May 25, 1993 the Senate adopted “Accede to Request for Committee of Conference” on a voice vote. A committee of conference met on June 1, 1993, June 10, 1993, June 16, 1993 and June 24, 1993 to try to settle the differences between the two chambers' versions of the bill. On June 30, 1993 the House adopted “Conference Committee Report” on a roll call 225–101. On July 1, 1993 the Senate adopted “Conference Committee Report” on a roll call 17–5. The bill was enrolled on July 1, 1993 — the final check of the text before it goes to the governor. The governor vetoed it on July 7, 1993. The legislature can override a veto with a two-thirds vote in both chambers. On September 15, 1993 the House voted 316–53 to override the governor's veto on a roll call, meeting the two thirds threshold. On September 15, 1993 the Senate voted 23–0 to override the governor's veto on a roll call, meeting the two thirds threshold. On September 15, 1993 the House voted to override the governor's veto, meeting the two thirds threshold.
