It was introduced on January 6, 1993 and referred to the House Municipal and County Government committee. The committee held a public hearing on January 27, 1993. The majority of the committee recommended that the House pass it unanimously, 16–0, and the report was placed on the consent calendar. On February 11, 1993 the House voted to pass it. It crossed to the Senate on February 18, 1993 and was referred to the Senate Executive Departments and Administration committee. The committee held a public hearing on March 11, 1993. The committee recommended that the Senate pass it. On March 24, 1993 the Senate voted to pass it on a voice vote. The bill was enrolled on April 1, 1993 — the final check of the text before it goes to the governor. The governor signed it on April 8, 1993, making it Chapter 29 of the session laws.
