The Story

It was introduced on January 6, 1993 and referred to the House Judiciary committee. The committee held a public hearing on January 19, 1993. The majority of the committee recommended that the House pass it with changes by a vote of 15–1, and the report was placed on the consent calendar. On February 11, 1993 the House voted to pass it with changes. It crossed to the Senate on February 18, 1993 and was referred to the Senate Public Institutions, Health and Human Services committee. The committee held a public hearing on March 3, 1993. The committee recommended that the Senate pass it with changes. On March 25, 1993 the Senate voted to pass it with changes on a voice vote. On April 1, 1993 the House voted to agree to the other chamber's changes on a voice vote. The bill was enrolled on April 8, 1993 — the final check of the text before it goes to the governor. It became law without the governor's signature on April 20, 1993, as Chapter 66. The governor neither signed it nor returned it, and the docket records it as enacted under Part II, Article 44 of the state constitution.
