The Story

It was introduced on January 6, 1993 and referred to the House Environment and Agriculture committee. The committee held a public hearing on January 14, 1993. The committee held work sessions on February 3, 1993 and March 3, 1993. The majority recommended that the House pass it, and the minority recommended that the House pass it with changes, by a vote of 14–5. On March 11, 1993 the House voted to pass it on a voice vote. It crossed to the Senate on March 11, 1993 and was referred to the Senate Environment committee. The committee held public hearings on April 8, 1993 and April 29, 1993. The committee recommended that the Senate pass it with changes. The committee's amendment (2838) was rejected on a roll call 5–18 on May 19, 1993. On May 25, 1993 the House voted to lay it on the table on a voice vote. On May 27, 1993 the House voted to agree to the other chamber's changes on a roll call 209–138. The bill was enrolled on June 9, 1993 — the final check of the text before it goes to the governor. The governor signed it on June 21, 1993, making it Chapter 279 of the session laws. It took effect on August 20, 1993.
