The Story

It was introduced on January 8, 1992 and referred to the Senate Education committee. The committee held a public hearing on January 14, 1992. The committee recommended that the Senate pass it. On February 4, 1992 the Senate voted to adopt it on a voice vote. It crossed to the House on February 13, 1992 and was referred to the House Education committee. The committee held a public hearing on March 3, 1992. The majority of the committee recommended that the House pass it with changes unanimously, 17–0, and the report was placed on the consent calendar. On April 7, 1992 the House voted to pass it with changes, then referred it on to the House Appropriations committee. On April 7, 1992 the House adopted “Suspend Rules for hearing”, on a motion by Rep. Hager. The majority of the committee recommended that the House pass it by a vote of 18–2, and the report was placed on the consent calendar. On April 21, 1992 the House voted to pass it. On April 22, 1992 the Senate voted to agree to the other chamber's changes on a voice vote. An enrolled bill amendment () was adopted on a voice vote on May 6, 1992. These correct technical errors found after passage. The bill was enrolled on May 7, 1992 — the final check of the text before it goes to the governor. The governor signed it on May 12, 1992, making it Chapter 219 of the session laws. It took effect on May 12, 1992.
