The Story

It was introduced on January 3, 1991 and referred to the Senate Capital Budget committee. The committee held a public hearing on February 21, 1991. The committee recommended that the Senate pass it with changes. On March 28, 1991 the Senate adopted “Recommit” on a voice vote. The committee recommended that the Senate pass it with changes. On April 9, 1991 the Senate voted to pass it with changes on a voice vote. It crossed to the House on April 11, 1991 and was referred to the House Public Works committee. The committee held a public hearing on May 2, 1991. The majority of the committee recommended that the House send it back to committee unanimously, 13–0, and the report was placed on the consent calendar. On May 14, 1991 the bill was referred to the Public Works committee. The committee held a work session on September 26, 1991. The committee met in executive session on October 23, 1991 to vote on its recommendation. The committee voted unanimously, 14–0, to recommend that the House pass it with changes, and the report was placed on the consent calendar. On January 8, 1992 the House voted to pass it with changes. On February 4, 1992 the Senate voted to agree to the other chamber's changes on a voice vote. The bill was enrolled on February 11, 1992 — the final check of the text before it goes to the governor. The governor signed it on February 18, 1992, making it Chapter 4 of the session laws. It took effect on February 18, 1992.
