The Story
It was introduced on January 8, 1992 and referred to the Senate Judiciary committee. The committee recommended that the Senate pass it with changes. On February 19, 1992 the Senate voted to lay it on the table on a voice vote. On March 5, 1992 the Senate voted to pass it with changes on a voice vote. It crossed to the House on March 5, 1992 and was referred to the House Judiciary committee. The committee held a public hearing on March 25, 1992. The majority of the committee recommended that the House pass it with changes by a vote of 13–2. On April 7, 1992 the House adopted “Special Order to 04/16/1992” on a voice vote. The committee's amendment () was adopted on a voice vote on April 16, 1992, changing the text of the bill. A floor amendment (), offered by REP CHAMBERS, was rejected on a roll call on April 16, 1992. On April 16, 1992 the House voted to pass it with changes on a roll call 253–78. On April 21, 1992 the Senate voted to agree to the other chamber's changes on a voice vote. On April 21, 1992 the Senate voted to reject the other chamber's changes. On April 22, 1992 the House adopted “Accede to Request for Committee of Conference” on a voice vote. A committee of conference met on April 29, 1992 to try to settle the differences between the two chambers' versions of the bill. On May 6, 1992 the House adopted “Conference Committee Report” on a voice vote. On May 6, 1992 the Senate adopted “Conference Committee Report” on a division vote 14–6. The bill was enrolled on May 11, 1992 — the final check of the text before it goes to the governor. The governor signed it on May 13, 1992, making it Chapter 253 of the session laws. It took effect on May 13, 1992.
