The Story
It was introduced on January 8, 1992 and referred to the Senate Wildlife and Recreation committee. The committee held a public hearing on January 23, 1992. The committee recommended that the Senate pass it with changes. On February 19, 1992 the Senate voted to pass it with changes on a voice vote. It crossed to the House on February 20, 1992 and was referred to the House Municipal and County Government committee. The committee held a public hearing on March 17, 1992. The majority recommended that the House pass it with changes, and the minority recommended that the House kill it, by a vote of 14–4. On April 7, 1992 the House voted to pass it with changes on a voice vote. On April 16, 1992 the Senate voted to reject the other chamber's changes on a voice vote. On April 21, 1992 the House adopted “Accede to Request for Committee of Conference” on a voice vote. A committee of conference met on April 30, 1992 to try to settle the differences between the two chambers' versions of the bill. On May 6, 1992 the House adopted “Conference Committee Report” on a voice vote. On May 6, 1992 the Senate adopted “Conference Committee Report” on a voice vote. The bill was enrolled on May 11, 1992 — the final check of the text before it goes to the governor. The governor signed it on May 13, 1992, making it Chapter 250 of the session laws. It took effect on January 1, 1993.
