The Story
It was introduced on January 8, 1992 and referred to the Senate Judiciary committee. The committee held a public hearing on January 29, 1992. The committee recommended that the Senate pass it with changes. On February 6, 1992 the Senate voted to pass it with changes on a voice vote. It crossed to the House on February 13, 1992 and was referred to the House Judiciary committee. The committee held a public hearing on March 24, 1992. The majority of the committee recommended that the House pass it by a vote of 10–2, and the report was placed on the consent calendar. The bill was taken off the consent calendar on April 22, 1992. On April 22, 1992 the House voted to pass it on a voice vote. The bill was enrolled on April 29, 1992 — the final check of the text before it goes to the governor. It became law without the governor's signature, as Chapter 168. The governor neither signed it nor returned it, and the docket records it as enacted under Part II, Article 44 of the state constitution.
